If people want to start formally organising society based on gender identity, then building a consensus would be a great place to start. Not a wholesale attempt at taking over the previous organisation of crucial parts of society based on sex. Well it used to be common to say to a girl who had started her periods ‘you are a woman now’. In some cultures starting your periods means you are now treated as a woman, for example wearing a headscarf in Islam. So yes, having periods does equal being a woman for many woman across the world.
