Caroline Lucas has a habit of announcing things in the Guardian - and setting the tone and direction of a debate. Or, in this case, an Enquiry.
For instance, before the General Election, she used the Guardian to reach out to party leaders interested in forming an Anti-Tory "Progressive Alliance" (ie withdrawing in seats to allow the nearest rival to beat the Conservatives). In a party that prides itself on saying that only members make policy, this was the first that members knew about it. Although it was really an attempt to hang onto her seat, she saddled the Greens with a disastrous strategy that doomed them to lose vote share.
And now she has done it again. There is a clear signal to cover backsides, deflect blame and steer the Enquiry in a specific direction.
She is also aware that Labour have Brighton Pavilion in their sights as a target seat and will throw resources to campaign against the Greens there.
I'd certatinly hold my nose and campaign for the least worse Labour option.
