Hear me out , I have no problem with Camilla and never thought I would never see her as ( way back when ) as Charles wife when they married , my opinion, was they married and can rightly call herself as Duchess.
However , what I don't understand that when Queen Elizabeth was alive , her husband , Prince Phillip was always known as just that and never seen / addressed as King . Why is Camilla our queen when Phillip was never our king ? I'm confused .

Camilla is Queen Consort, as Queen Elizabeth, the Queen Mum was when married to King George VI.

Queen Elizabeth II was THE Queen, the Monarch and, as others said, Prince Philip couldn’t outrank her, as Prince Albert was for Queen Victoria.

Queen Elizabeth the QM was known as Queen Elizabeth, not Queen Consort Elizabeth. And Camilla is known as Queen Camilla I the same way. But I barely ever hear her referred to as Queen Camilla, mostly just as Camilla.

I don't think that it was ever contemplated to give Richard of Gloucester or Michael of Kent a title in addition to their princely one. They were younger sons of younger sons, who were never going to be sons of the monarch, and it would not have been usual to offer titles in that instance.

It is true that Prince Richard and Birgitte were contemplating a life out of the limelight. Richard was a practicing architect and younger son. The death of his elder brother only a few weeks after their wedding and then the death of his father two years later changed all that. They are still working royals in their late 70s (Birgitte) and early 80s (Richard).

There was an interview several years ago on one of their anniversaries where Birgitte mentioned them being offered a title before their wedding, but turning it down as it was unnecessary for the life they planned.

Prince Michael was never going to be offered one when he married a Catholic given the attitudes at the time of their marriage (and the fact she was viewed as controversial).

I still think immediately of Queen Elizabeth when I read or hear about the Queen.
I think Camilla being known as the Queen is just one of those things, it's easier everyday than saying the Queen Consort.
