Back to a life where he was apparently trapped, where he is the spare, working with the racists again and the men in grey and the people in marriages of convenience, where loved ones leak to the press about him to save their own reputations, where his brother bullies him, back to empire 2.0 and having to collaborate with "the Briddish press" again, doing royal work that he doesn't like, in a country that is dangerous and makes him anxious. I think that as a choice would be pretty difficult to spin.
No doubt it'll be "it was never supposed to be permanent, I feel my time living as an ordinary citizen outside of the privileged bubble can really help me relate to people in my work for the RF, and my children have dual heritage so it makes perfect sense to have one parent living in each country to facilitate their immersion in both cultures" or some such flim flam.
Presumably either a) Anne is being difficult about the QM money, b) there is a divorce looming, c) he knows that something unfortunate is going to come out about his visa and is worried about Trump, d) he's run out of money, e) Charles is pretty unwell and he needs to wring everything he can out of him before William takes charge, f) same but because Meghan is writing a book that makes Spare look like nothing, g) his PR people say he needs more royal sparkle to try and fix his image in the US.
I can't see that he can be a working royal again, he is so unpopular and a joke now all over the world, it would make the family look really weak. Half in and half out is already a no. The best I think he can hope for is a little house somewhere out of the way like on the Balmoral estate, living off his inheritances and included at family events only, like his cousins.
