He meant that were too few staff to clap back on every story put out by the media. Wasn't that one of the Sussexes biggest issues against the Royal Family? Because the royal family apparently didn't ‘protect’ or ‘defend’ Meghan enough as they didn't respond to every negative story about her. Also, Harry was blaming the staff by saying that the staff took the feedback from Meghan and Harry as an insult, instead of ‘constructive criticism’.
It didn't help that everyone was working around the clock. There were so many demands from the press, such a constant stream of errors that needed clearing up, and we didn't have nearly enough people or resources.
"At best, we were able to address 10 percent of what was out there. Nerves were shattering, people were sniping.
"In such a climate there was no such thing as constructive criticism. All feedback was seen as an affront, an insult.

That 25 page report isn't proof that the bullying didn't happen. More than one staff member was making accusations against the Sussexes of bullying, to the point that Jason Knauf wrote that email regarding his concern that nothing was being done about it, and William apparently believed that it was happening too as he was hearing stories from the staff themselves.
If you read the email from Knauf, it seems as though the Sussexes were actually being protected and the staff’s concerns were being ignored by the senior staff and royals.
