There are photos of Queen Letizia of Spain, Queen Maxima of the Netherlands, Camilla, Fergie, Diana, Beatrice, Eugenie and even the Queen herself flashing their underwear or their slips as they deal with stray gusts of wind. It's an occupational hazard of wearing skirts when you are out and about in the real world. Given it happens to the Queen too, who apparently was the one who issued the edict to Kate to weight her hems in this version of the tale, it would tend to suggest that hem weights aren't infallible in any event. Also, these women live in an environment when a microsecond of time can be captured and blown up, showing an image that no-one there observing with their own eyes would have been able to see.
(I don't google for pictures of royals' underwear by the way because that would be quite creepy. But I did a GIS for an image of Letizia that I remembered seeing reported at the time - poor thing, her dress once blew up to pretty-much shoulder level - and discovered that there are pinterest pages of pictures)
