As long as the hypothetical penguins aren’t Emperor Penguins. We wouldn’t want them getting to the North Pole and trying to conquer the damn place, and assisting pretend penguins to create an empire would bring HMQ into disrepute.

Of course if they’re Commonwealth Penguins then that’s ok.

No no surely the joke is that the pranksters know full well there are no penguins at the North Pole. They’ll know Greta will know that. They pretended she didn’t to see if PH commented on it. That’s what makes it funny. Well apart from the penguins wearing traffic cones as hats stranded in Belarus that is.
