Poorly worded question. I agree with the others, I suspect you'll get a disproportionate number of "neither agree nor disagree" as a result.

I don't really understand how condemming them actually does anything to help tbh. The proportion of people who I know (myself included) who smoked during all/part of one/more of their pregnancies who knew the potential risk to their baby, and worried themselves sick with stress about the fact that they couldn't quit is much higher than those I've met who simply didn't care.
