The army are only helping with covid testing and vaccines to allow those from the ambulance service to return to the frontline. This has happened throughout the pandemic ( in Scotland and England).

Ambulance staff have never been used nationally to complete covid testing or vaccination (other than vaccinating ambulance staff).
According to Parliament yesterday, scotgov haven't even decided what they are using the army for.
Given the crisis has been rising since the beginning of the summer it's not really about covid per se either, I mean, I know it's mismanaged and underfunded but if there were ambulance staff out in testing and vaccination stations do you not think that someone might already have raised this point and brought them back into service rather than leaving folk to die waiting?
However, if they want to get allocated any resources then they have all learned to shout "covid" as its the only thing that gets attention.
