Thanks *@ElephantOfRisk* I thought as a concept it sounded quite good. I didn't think it was to sidestep parents just improve information sharing between agencies. So e.g. if a child was missing school and was picked up by police for some reason then a welfare check by SS might happen.
It had lots of holes and was already ineffective in preventing at least 2 child murders by their parents in areas where it was being trialled.
Most of the named persons were school heads, what happens for the school holidays? how would heads be able to add this in to existing duties? Named persons would have powers to be able to go above parents heads for spurious reasons.
Agencies surrounding a child already have power to refer and to share information, police picking up a young person would refer to SS if they felt appropriate. Sometimes it might be appropriate for things to be kept separate to avoid stigmatising a child, especially an older one who might not want an issue outside school to be following them into school where they are actually managing fine.
