Change of circumstances dla wait time 2022

Hi I am a single mother of a 9 year old boy with JIA , I put in a change of circumstances to dla as he gets low care but this was awarded for his mental health before his diagnosis and change in care needs . I have been told my application must sit in queue for 17 weeks before it’s looked at . I have been doing some research online about this wait time and seem to find nothing . Would love some advise on other people currently waiting on a coc .

They don’t always send a text unfortunately. I applied with my middle son first and never got a text during the process or to say he’d been awarded. With my eldest I had a phone call one morning to double check my bank details, got a ‘your child has been awarded’ text an hour later. The CoC I’m waiting for is again for my middle child - no text, not even a ‘we’re looking at the claim’ letter (its 100% in the system, I checked twice!!).

The most likely way we’ll find out if our claims are successful is getting a payment. Letters take up to 2 weeks after decisions are made to come.

I have request for text messages when my son going to award . They don’t just text . U have to ask them for txt massage .

Hi . It’s been 26 weeks now for me 🥲fell so bad. God know what will happened . It’s they refuse then my self give up . I had enough now .

Stayed up late as I had a feeling Monday would be the day. Wish I’d left it until morning, payment of £555ish went in which suggests they only added low rate mobility. Absolutely exhausting having to now claw something together to prove his nighttime needs are excessive but there we go. Best of luck to anyone still waiting.

Is today the day that it is due in? I’ve not gotten anything in as of yet. But my sons isn’t due to be paid until next week. Maybe if it’s the day it’s due they haven’t made a decision as of yet. I’d ring them today just incase. I’m hoping that it’s not a sign my son hasn’t been awarded the hrm. As our dates are the same that they have received the forms.

I really hope you get the outcome you want soon. It’s just not fair at all. You see so many people being awarded it when they don’t really need it. Good luck.

I got through once to a very rude man who didn’t let me finish what I was saying and told me to wait for a letter. Then the phone cut out and now I can’t get through at all. I’ve got my sons ASD panel calling 12-1 so not sure if I can get through again today. I need to request a statement of reasons so this is really infuriating.

Its definitely a back pay, works out to LRM from the end of dec exactly (my CoC scanned 22nd of dec but his 5th birthday was the 27th of dec). Im presuming they’ll just add it on to his MRC payment which is due next Tuesday.

Oh no that’s awful! Have you been refused a change or stopped the award? Do what I’m doing, ask for a statement of reasons and appeal.

Hi, I’ve just had my sons and they’ve not awarded him the hrm. I’m so upset. I can’t even believe the time it’s taken and the stress it has caused. Now to be so let down.

Hi . It’s same here they have refuse my son mobility’s part maybe his 3 year old . And I don’t have any proof . His can wake but refuse to walk lay on floor . And only can walk just 2 or 3 step . That’s very bad . I will be going to call them up tomorrow and so for statements. Thank you .

Seems like they’re refusing everyone at the moment. I wish they did appointments where they came and see these children being refused when they really need it. Just a tick box type of decision when we have to fight for them to understand the daily struggles our children go through. Probably had a discussion to refuse everyone from the 22nd December to get through it quicker. Haha sorry I’m just so angry. How can they refuse someone who has cerebral palsy, epilepsy, visual impairment (literally can’t see properly) severe learning difficulties, microcephaly, global developmental delay and many more things added to that list? I’m sure you’re all the same as me with my son. I’m sorry about both your outcomes too. I’m determined to flight this right to the end this time.

You know what, I was thinking the same thing. It’s like everyone from our date is getting refused one or both aspects! Like with driving tests where they decided they’ve passed enough people for that month and anymore would make their numbers look bad!

So I managed to get through to a lovely lady. She advised to hold off on an mr over the phone until I got any more evidence I need together. Well an hour later I got the call to say my little boy has been diagnosed with Autism. Very overwhelming, a 3 year fight to get here but I’m so pleased we can move forward knowing what his needs are in a better light. I’ll be getting the paperwork soon and his school instantly replied offering to help with a report about managing his tiredness and behaviour stemming from that. We’ve had a blip, we move on, we can do this. Our kids deserve more than what we’ve been told the last couple of days.

Right, I’m off to start another fight with my council for a blue badge for my son. They can’t deny him this time 😡

I’ve realised something. They told me the date I was awarded on the phone - 14th of June. I rang that morning and was told that it was still in the holdings pile. I’ll obviously see what the statement of reasons says, but considering the quantity of evidence I sent on top of my own writing, I’m beginning to think it wasn’t even fully looked at. I had a full EHCP, a several pages long assessment from the council, paediatrician letter, a letter from the nursery stating help needed out and about, Ed psychologist report… I’m starting to find it hard to believe they took on board everything I sent if it went to the dm and was awarded that quickly.

I agree today has been a horrible day. I’ve been reading what fits the criteria for hrm and my son meets them all. He has severe learning difficulties that affect his ability to know the dangers etc also. And the rest of stuff I said on the form. I’ve been speaking to a lady I know and she deals with helping people get what they need (like us) and she thinks they’re just trying it on with me. She knows my son too and knows his struggles and mine Daily. My sons was decided on the 16th but if you rang on the 14th and they said it wasn’t with the dm yet then something isn’t right.

Yes something it’s not right . I was surprised when I have received latter today . Been told fews day age it’s not even look at yet . And all sudden got refused latter how is this possible? Something is not right.

I have been following this thread since November. I put in a COC which was received 21.12.23. I rang also Monday 12th June and it wasnt even with a DM. I rang yesterday to be told he will be kept on HRC and LM. This decision was made 13.06.23. I am livid. I also feel none of the supporting evidence was even looked at. I had sent in a Psychologist report, OT report, Speech and Language report. All of the evidence aligns to Severe mental impairment. I spent 3 hours yesterday doing my MR. I also sent in proof of being under wheelchair services and information from the bowel service. All evidence aligning to GDD. He is nearly 8 this year and the well detailed reports even state severe mental impairment. I feel everything has been overlooked or not even read. I am still waiting on the letter but I cannot wait to take this further. He also went from mainstream to a specialist provision that supports with autism and brain injuries. How much more do they want?

It looks like we have all been let down these last few days.

@Jennag1987 genuinely it feels like something odd has gone on around the 21/22 dates. Like they couldn’t be bothered with them and just passed them on without opening a page. Surely all of us can’t have made an unconvincing argument about our children’s needs?

My son’s school has written an absolutely ‘cannot even argue with it’ letter as evidence since I asked yesterday. I won’t share here but it 100% backs up that his nighttime needs are having a detrimental effect on his daytime behaviour and development. I cried when I read it, if his MR isn’t taken seriously I will be wanting some real answers about how they’re going through these forms at the moment. Huge backlog be damned.

Got my statement of reasons not to award HRC. I say statement, it was a couple of sentences that just proves they didn’t read anything. Apparently no medical evidence of lack of sleep - he has global developmental delays and has now been diagnosed with autism, he also has evident traits of adhd but can’t be diagnosed until 6 in our area. He apparently doesn’t need help with toileting at night, that’s an absolute joke. He can’t use the toilet independently and often refuses to get off once’s he’s on. Apparently not being medicated is a reason, but his brother had a rare reaction to sleep medication which I’m not currently risking with his brother, along with how impossible it is to get him to take calpol never mind anything else. I’ve written out my reply and will be sending it all the second his ASD assessment comes through the post. Not impressed, had so much evidence that pointed to him having sleep disturbances but they barely looked at it.

I rang today, cut off after first attempt nearly 50 mins and then a lovely lady answered after an hour. I said that a decision had been made to decline COC for Mobility but still waiting to hear reason why. She goes its quite brief, he can walk unaided to the toilet at school and over 200m. I was so angry. I said he wont go near a toilet he is absolutely petrified. This was in mainstream and captured in his EHCP in 2021-22 but hes under the bowel service and if they had read every assessment I sent they would have established SMI was apparent. She said do the MR and post it all back. Whats annoying is, I have no new evidence but the evidence I had is from top professionals in their fields of work. So I have resent today and aligned all the evidence of SMI to the reports and a further statement by me. She said they are taking up to 4 weeks but its redone and its just another waiting game.

I’m so sorry to hear you have been refused what you both need for your children. Mine was the same, reason has nothing to do with why I was wanting hrm and they said he can walk more than 50m. And that it’s not that he can’t walk it’s that he’s refusing to walk. Just by that comment shows to me they haven’t looked at the right forms. They haven’t mentioned his epilepsy or anything. Or the fact my son has a visual impairment and has severe global developmental delay among many other things. I didn’t put on the new form that he could walk more than 50m but on my new coc form I put he couldn’t go more than 50m. Also the fact that he’s registered partially sighted has not been taken into account and the fact I have a wheelchair for him now. Oh they’re going to have a shock with what I send in with my appeal letter. I’ll have a letter off the doctor, his school, his orthoptist along with the epilepsy doctors letter and a massive list of the doctors showing that he was registered partially sighted in 2012 when he was 3. They’re so bad with how they make their decisions and what they base it on. Send in what you can and make it difficult for them to refuse. It really annoys me that on pip you can work and get the higher rate mobility but on dla you need to be virtually not be able to move a step.

I swear they didn’t read any of our papers, which is shocking considering how many hours and work we pour into writing them out and gathering evidence. The more I think about it the angrier I’m getting for our kids and how they’ve been let down. I wonder if they’ve been told to put CoC as a lower priority to new claims due to the volume they’re getting and being so understaffed? By having to send an MR we literally have to condense down why they’re wrong and point out exactly parts of our evidence that’s contradicts their refusal - essentially doing all the hard work for them. Infuriating and another month wait on top of the half a year we’ve already gone through. And my son was also only awarded another two years minus the six months that’s already passed - his renewal papers will be coming in about a year and I have to do it all again 😡

Oh and under mobility on the statement of reason, they mentioned that they accept that my son has zero danger awareness but this doesn’t qualify for Virtually Unable To Walk. I wasn’t expecting HRM as I know how impossible it is to get (obviously from how badly your kids have been let down on here), but if he was awarded it would be under SMI so not even sure why VUW is mentioned.
