I remember reading that years ago in a book about Josephine Butler (the "raise the neighbours" line) and just googled it again now. You can read the entire expose, which obviously is highly, er, Victorian in nature, here. It's worth doing, I think.
One thing that leapt out to me was the testimony from the prostituted children, whose "maidenhead" had been auctioned. They almost all said that "you can't get pregnant/ a baby first time". I was always interested in why that myth persisted - it makes no sense on the face of it*- but they were all told it by their pimps and it's still reverberating today.
*By which I mean, if you are intending to embark on sex with a boyfriend, in a relationship, why should not getting pregnant the first time be material? Surely you'd reckon to do it more than once! I remember wondering about this at about 12, in the playground, quite clearly.
Anyway, perhaps too great a diversion.
