At what point do you say that there are too many regulations?
You can't foresee everything, and sometimes accidents do happen, only once in 20 or 30 years, but then H&S produce this massive amount of rules and the thing doesn't happen again for another 20 years, but the cost to the industry may have been millions.
If something happens a lot, then yes, need regulations need to be bought out, and investigations into why it happened, but rules for rules sake is wrong.

Right, and how would that work in highly complex and dangerous workplaces such as Nuclear power plants, oil rigs etc. H&S is far more than just reading a notice.

H&S regs are set up to minimize potential accidents and offer guidance to workers and employers. I don't care how much it costs you cant but a price on life. I imagine tribunals are far more expensive than adhering to regs.

But aren't you better to do natural selection.
Start them all off changing the beds and helping the patients.
Withing a month you know the ones who are able to do more so you give these a bit more training.
So if you pick it up fast you get more training...
This way someone could take 6 months to train or someone 2 years, and each rise to their own levels.

You can't stop a stupid person walking into a room and falling over a rope, and you can't stop them leaving the rope on the floor.
Yes you can regulate that all ropes must be picked up, and never left on a floor, but it still won't stop the stupid person leaving it on a floor.
So then you have to hope the non-stupid person picks it up as they walk past. Because they know it shouldn't be on the floor.
Or do you have to employ a rope picker upper... just in case.

As an employer, you have to ensure that your employees have information, instruction, training and supervision.

So no, you can't just tell someone how to do a job and leave them to it. Unless you want to be prosecuted for lack of supervision if there is an incident.

What would be so wrong with letting them start in a hospital as a taster work month, if you like it you stay, get paid each month.
If your good you get more training and more pay.
If you hate it you leave.

It would mean the trained nurse don't have to waste time doing jobs that untrained nursling can do.

The removal of nursing bursaries was a disgrace. I think we can all agree on that.

I also know that several studies showed that having degree educated nurses resulted in fewer patient deaths which can only be a good thing. If I could link I would but I'm a bit of a dunderhead.
