Those who breach instead of a Fine get their name put on file and are refused hospital treatment if they have covid

As the title says. If someone has breach the covid restrictions that bad that they receive a notice and fine from police then why don't we have a system in which their name is recorded on some sort of database NHS etc and they are refused treatment for covid. This would free up the beds and care for those that did follow lockdown rules.
I am talking about the people constantly having house parties, going to work when they know they are positive etc.
This would probably be more of a deterrent than a fine.

There's this little concept called ethics. Maybe if people had to pay for health care then they'd be more careful but looking at the US I'm not sure that theirs holds any weight. People are stupid and there's no cure for that.

There was a thread like this before. Whilst I understand the argument and do also feel ‘why the hell should they get help when they put themselves at risk’ it’s not really practical. Where does it stop? Will anyone who is overweight be banned from nhs treatment? Smokers? Drug users? People who eat meat?!! Those who drive 1mph over the limit?

This would be totally unethical. On the same grounds would you also refuse treatment to people who smoke, drink alcohol, are overweight, practise high-risk sports, etc.?
