The job the above link points to states the working hours as 07:30-17:30. So people frequenting pubs and restaurants in the evenings need not worry???

I'm very interested in this narrative emerging that new measures have only become necessary because old ones haven't been followed. I'm not aware of any evidence that this is the case, but it is certainly a useful narrative in a lot of ways. It supports a creeping spiral of restrictions. It reminds me a bit of Hong Kong clamp downs and probably other parallels - you protested, so we restricted your right to protest, which caused you to protest, which was then illegal and proves that you are criminal and so we are clearly justified to further restrict your rights (and on it goes)...and it's all to protect you from yourselves! Luckily I agree with pp that we are too incompetent and individualistic to actually effect much creeping authoritarianism here.
