UN Security Council to vote on Strait of Hormuz

The UN Security Council’s vote on a proposal to ensure the safety of ships in the Strait of Hormuz has been rescheduled from Friday to Saturday, according to media reports.

The council’s 15 members are set to vote on a resolution from Bahrain aimed at protecting commercial shipping in the critical waterway, which usually carries about one-fifth of global oil and natural gas supplies.

The Associated Press and Reuters news agencies have reported that a draft resolution includes text authorising countries “to use all defensive means necessary” to protect commercial shipping.

The proposal is considered unlikely to pass, as China, a veto-wielding permanent member of the council, has made it clear that it opposes any resolution that mentions the use of force.

Bahrain has significantly watered down a proposed U.N. resolution on reopening the Strait of Hormuz amid opposition from China and Russia about allowing countries to use force to secure the critical waterway Iran has largely cut off to global shipping.

The final draft of the proposal, obtained Thursday by The Associated Press, authorizes defensive — but not offensive — action to ensure vessels can safely transit the strait. One-fifth of the world’s oil typically passes through the waterway, where Iran’s stranglehold during the war has sent energy prices soaring .

Bahrain’s initial draft would have allowed countries “to use all necessary means” — U.N. language that would include possible military action — “in the Strait of Hormuz, the Gulf and the Gulf of Oman” to secure passage and deter attempts to interfere with navigation.

Russia, China and France, all veto-wielding countries on the 15-member Security Council, had expressed opposition to approving the use of force. The final draft eliminates any reference to allowing offensive military action.

The three countries’ views on the changes are not known, so the vote will be closely watched, and the delay will give diplomats more time to avoid a veto.

Thanks for this @Twiglets1I think one major issue is the IRGC only have to lob a few drones at random ships to make insurance impossible for commercial vessels.

Well it’s not as though Russian isn’t going to veto either. Putin will be loving the increased oil price and the diversion away from Ukraine. The UN won’t resolve anything in a divided world.

Russia & China probably will veto it but not definitely, now the wording has been changed that would allow defensive but not offensive action to be taken.

China on Wednesday reiterated its call for “security and stability” in the Strait of Hormuz and its surrounding waters, emphasizing the importance of the waterway for global cargo and energy trade.

Ships can act defensively now without this motion. It’s just not practical to do that so I’m not sure how it changes that issue for them?

I'm not sure either but maybe time will tell how it changes things ... if the resolution even gets passed without being vetoed by Russia or China.

I suppose it’s a way to say if you do this we won’t kick off, if anything is agreed.

However it still doesn’t make it more possible to defend commercial vessels if the IRGC hit a few with drones etc.

No one will risk going through unless they have clearance and potentially pay. Paying a terrorist org won’t be wanted either, by those who have declared them as such.

Reuters updated to say the vote would be held on Saturday (and the UN also claimed the vote was never going to be held on Friday because it was a UN holiday so the vote wasn't postponed as such - its a bit muddled).

I think the latest will be whether the charge is applied and who will pay it to get through.

UK has said they won’t pay so far, the French have had a vessel pass but not confirmed if they paid. The bill is going through the Iran state this week iirc.
