You're on right track and most in this thread are not.
@flufferknutter the phrase "cease responsibility for life" means afterwards the State Of Israel will have no formal obligations to Gaza going forward.
It doesn't mean what you thought.
It means Israel will say its no longer responsible for telecommunications, water, electricity and sewage networks, as well as the flow of people and goods into and out of the territory. Gaza will NOT be able to use Israeli currency.
Palestinian Authority was supposed to maintain responsibility for security within Gaza, protect civilians within Gaza and to prevent indiscriminate attacks on Israeli civilians. Palestinian Authority completely failed and Hamas took over.
Gaza will be on its own and I seriously doubt if people will be allowed to move between Israel & Gaza too.
Not surprising after Hamas took Gaza and spent the years since developing its terrorist weapons capabilities & infrastructure. Planned the attack on Israel having convinced Israel, Western Powers and other countries in the Middle East they're too busy governing Gaza Strip.
Israel intend on keeping Gaza at arms length and increasing a DMZ between them, hence Gaza will shrink.

There's no way Israel or any other State will be able to trust Gaza again. Not for a very, very, very long time at least.
