Definitely a boy. But it's awful . Like calling someone a little pip squeak.

If it's a nickname, then it's short for either Philip or Phillippa. Like Alex is short for either Alexander or Alexandra, or Jo for Joseph or Josephine, or Lou for Louise or Louis. So I'd say it's pretty unisex.
