The law allows for proportionate force. That includes kicking a terrorist in the head when he won't give up the weapon he was just trying to harm you with. They did the right things. They started with the least amount of force, asking him to put down the weapon, then they tasered him, then he still wouldn't give up the weapon. They ratcheted up to the least amount of force needed to disarm the fucking lunatic, terrorist.

The next step is to secure his upper body, not kick him in the head.
