So I think the gist is:

The US is going to govern Venezuela until they can get it"stabilised". Question mark for me over whether that's going to be not very long or a jolly long time.

Then there's going to be LOADS OF DRILLING. By American oil companies. And this is apparently going to make Venezuelans rich.

And that other dictators had better watch out.
