They're all different

Some are 'cliquey' because there are often groups of friends who meet there but the one I go to is known for being friendly and no-one is left on their own

Yes, transmen can join because they're women, no contradiction there. However, transmen who truly pass as men can legally be excluded because they will be perceived as men and their presence will cause the same distress, alarm and self exclusion as actual men. This is considered an acceptable cost as safeguards do sometimes filter out the wrong person as an inevitable consequence of filtering out the right people and it's the transmen's problem to solve, as they chose to make these excessive physical changes.
