The presence or absence if a womb, testes, penis, vagina isn't what determines sex ultimately.
Women who have a hysterectomy do not stop being female.
A woman born without a womb is still female.
A man born without a penis is still male.
The CHROMOSOMES determine sex.
People born with DSD can have all kinds of genital differences from the "norm". They can certainly appear to be female at birth. He could have a rudimentary womb AND penis (but not much bigger than a clitoris).
But if a human has a Y chromosome that person is MALE. Whatever the state of their reproductive organs.
If a man has a complete surgery to appear female he is still a man. Nothing can change that. Nothing.
