Husband's Colleague- Leg Pic.

DH 38 was sent a holiday picture of very posed "sausage leg" type picture from female work colleague (late 50s). Right up to the bikini line. His response was "A bit jealous, but wait til I get to my room".
I think this reads a certain way.
What do you think?
For context, we were on holiday too in a very nice hotel that he had been bragging about to her in previous messages. He says he was just going to show her pics of our room.
He never did. Messages stop there.
My mum says it isn't suspicious and believes him as apparently pictures like this are common amongst her 50 year old friends.
My friend says it is suspicious as feck.

They work in a school, and a teacher having a complaint against them is really, really serious. So why should she be held to teacher standards but not him? He didn't shut it down and he gave out his wife's personal data which inflamed the situation. The 'harassment' was at HIS prompting.

Sending that photo would have her receive a formal warning in any job. Let alone teaching. In some jobs she'd be sacked on the spot for sending that photo to her boss. No warning or chances. Just sacked. How he handled it after, the message he sent that can be read suggestively about what he was going to do after, giving her his wife's data and prompting the harassment would also see him warned or sacked.

I think it's 50-50. They're (husband and OW) both guilty of misconduct. They're both as bad as each other.

The picture was purely of her legs and crotch, @Matrons . No scenery included. Just legs and crotch. That's why it's sus.

I agree that if there is a complaint to be made, it should be levelled at both of them or neither of them. I just don't see this as a disciplinary issue and it wouldn't be if the DH hadn't blown it up when he gave the colleague OP's number. Not sure why she's being referred to as the OW either, when there hasn't been an affair. Shouldn't he be CB for Cheating Bastard otherwise?

They're in Education, not teaching.
