The fact that the thermostat is at 15 degrees obviously doesn't mean the temperature is at that level. Our thermostat is currently on 12 degrees because we want to make sure the heating doesn't come on unless and until we want it. Apart from anything else, we definitely don't want it coming on in the middle of the night when it would be superfluous and likely to make us too hot in bed. When it gets a bit colder, we will be putting on more layers before considering putting the thermostat up. I imagine that, come the autumn, we'll mutually agree to put it back up again when the daily temperature is regularly around 16 degrees or less.

@Twyford yep same. Can't manually turn of the heating so have to set it really low. 15 in winter and 15 in summer is a completely different feel.

Why? The fact that the thermostat is set at 15 degrees doesn't meant the temperature is 15 degrees.

My thermostat is set to 15⁰C. That's not the temperature in the house though as it's not cold outside. I've set it deliberately low so the heating doesn't come on but the house is warm enough to sit with a tshirt on anyway

I think you're misunderstanding what OP is saying. Most thermostats are set at whatever temperature the owner chooses but show the actual ambient temperature in the area where they are. Therefore if the thermostat in the bedroom shows 20.5 degrees, that is because that is what the temperature in that room actually is; but the thermostat itself could be set at anything.

Last year, for instance, when our thermostat was set at around 12 degrees, it still showed 40 degrees + when the weather got really hot.

I can control every radiator with a smart TRV.

There is one thermostat in the hall way. That will switch on the "heating" at the boiler if it drops below 15. (It's summer). This will mean the heating is on for the two
"open" radiators (without TRVs).

There are two radiators which have smart control TRVs and two radiators with normal TRVs.

The TRVs will control if hot water is allowed to those radiators.

The smart TRVs are all controlled individually. The lounge is never on during the weekdays until the evening time, but weekend the lounge is warmed during the day and evening. The bedrooms aren't heated later in the morning on weekends.

So just because the thermostat (which I can move anywhere) is on, doesn't mean the radiators are going on. I have full control over the smart TRVs and they will call for heat when required. The normal TRVs are controlled via the thermostat and it's timings.

Comprehend?

I have been wearing a jacket or thick cardigan indoors. When it kept raining and was windy it got cold. Also stuff is damp e.g. towels. I haven’t used heating but needed winter duvet whereas usually I use a lightweight one in summer. My cheap thermometer said 16c at 10am. This is East Midlands UK and usually very mild climate here.

You sound tight. It's been raining here all day and I came home from work soaked and put the heating on. I did that because it's my home and I'm cold. The home you are talking about is also your lodger's home. Putting on the heating in one's own home is a perfectly normal act. If you don't want people to make those decisions in your home, don't share it with them.

No. It's August. There is no need to have the heating on whatsoever. You might feel a bit chilly and decide to switch it on, but to say it 'needs' to be on is ridiculous. I don't care where you live. I am in the far North West for reference.
I am tired of competitive coldness on FB with people claiming to be sitting under blankets with hats on because they are so cold. Nonsense. Get moving and you will soon warm up. (Waiting to be told they might be disabled,they might be ill and all the other caveats trotted out when there has been no mention of either of these things).
These are the same people who 'refused' to use the heating in the winter because it cost too much. You couldn't make it up

North Wales here n heating, the odd night had to put a jumper on that's it mainly cause arms were cold.

Yes if you feel ill and have underlying conditions like I have at 63. I have turned my heating on a couple of times these last few weeks. I own but really that shouldn't make a difference. Why are you as a Landlord asking - do you cover the heat costs ? In my case, I live in London controlled by a group central system that costs me a fortune (£80 month mostly standing charges) whether I have the heat on or not. It is in my interests not to turn the heat on but there are times I think sod it I am cold / unwell and just want that bit of comfort.

Well I’ve lit the wood burner several times over the past few weeks because it’s only been 15 or 16° and I can’t stand being cold despite wearing jumpers, socks etc.
We’re having a deluge here at the moment with thunder, it’s 14° and I’ve retreated to bed with my hot water bottle and a cup of coffee ☹️

Some people really double down on their stupidity when called out huh?

Anyway OP, you need to have some sort of rules around heating, tell them these and if they break the rules they have a couple of strikes then you ask them to leave.

I’m in south east but my TRVs are reading between 19-21 degrees. Which is higher than i have them set in the winter to heat to!

Are they still walking around in shorts & t shirts then I would say it is unreasonable and they could pop some warmer clothes and socks on , but it has felt really damp and miserable today. We are in S.Wales and indoor temp has been 19.5 / 20 today.
