From what we know this situation is more like Dave the manager who thinks he is rather special and deserved to be treated as such, rather than anything close to Saville.
So far from the information we know this person has been accused of being a a creep around the office, using SM for dating outside their marriage, making some staff members being uncomfortable with over unsolicited familiarity, and acting aggressively when they are threatened with being found out. So far you pretty bog standard behaviour from your garden variety office bully.
I have worked in a few big organisations and it is reasonably standard to find 1 or 2 knobheads that makes everyone who works below them feel uncomfortable and project a shining light to those who are in charge of their salary. It is not a hard stretch to think that an organisation such as the BBC would have a more than skewed proportion of these knobheads.
As a whole society, needs to get better recognising these people and having a better way to deal with this behaviour. Anonymous 360 feedback forms are ususally a good start and I knew someone who when contracted out their bullying and coflicts to an outside organisation had a 300% increase in reports and 1 even ended in prosecution, the people in power had no idea and the even though everyone else knew they were too intimated by this person to report it.
