"Schools could reopen in a few weeks as coronavirus restrictions begin to be lifted, Public Health England suggested this morning.

Paul Cosford, the agency’s emeritus medical director, said that easing the lockdown for the young first was being considered as ministers look to set out an exit plan for the coming weeks.

Finding a way out of lockdown is the government’s “number one topic and priority”, according to Neil Ferguson of Imperial College London, one of its leading advisers on the epidemic.

Professor Cosford said: “People are doing really well with the social distancing and it is working as far as we can see to flatten this pandemic,” but acknowledged the balance between controlling the epidemic and allowing normal life to resume.

He said that now was not the moment to relent, telling Today on BBC Radio 4: “Once you start getting things under control, that’s the time you absolutely need to continue with all your measures so that you can bring the disease right down and crack it.”

He expects there to be “a lot of discussions over the next week or so” about an exit strategy. Asked if restrictions might be eased in several weeks, he said: “I think several weeks isn’t unreasonable. Let’s hope it’s sooner than that.”

He said that starting by letting the young resume normal life was being considered. “The importance of children’s education, children being in school is paramount. That’s not the only issue but I could conceive of circumstances where some of the restrictions are lifted sooner and some are lifted later,” he said.

“There are some really difficult issues here because if you look at children and the closure of schools, a very important measure to help get this under control, but we do know that children are very low risk of getting serious complications of this disease.”

Professor Ferguson told the same programme that while hospital admissions appeared to be plateauing, “it’s going to be several more weeks before we can definitively conclude anything about the rate of decline and therefore when measures could be lifted”.

He said it was “good news” that more people were obeying social distancing rules than the government expected and said that “measures will be targeted probably by age, by geography” on lifting lockdown.

“There are lots of ideas worth exploring. That’s what’s happening right now. We clearly don’t want these measures to continue longer than is absolutely necessary — the economic costs, social costs, personal costs and health costs are huge.”

Head teachers are lobbying the government to reopen schools before the summer holidays, even for just a few weeks, if scientific advice says that it is safe.

Paul Whiteman and Geoff Barton, the general secretaries of the NAHT and ASCL head teachers’ unions, have told ministers pupils would benefit greatly from schools reopening before the summer, rather than waiting until September.

They believe that even a few weeks of school would help pupils remember what formal learning is like and what is required of them. If schools do not open before the summer children will have been away from the classroom and formal learning for more than five months.

The Department for Education is said to have shown a “genuine interest” in the approach, which would see pupils return for a number of weeks during the summer term to “reacquaint themselves with the educational environment”.

The government has made clear that it is too soon to consider reopening schools after the Easter holidays following speculation that pupils could return as soon as April 20.

“That said, once the scientific advice is that schools can return safely, they should do so, even if it’s for a very limited period before the summer break, as this will allow young people to reacquaint themselves with the educational environment,” the two leaders told Schools Week journal.

However, they warned that any return to normality “has to be a planned one”.

“It can’t be about flicking a switch on a Friday night and then thinking it’s all going to be all right on a Monday morning,” they said.

I think it stupid allowing children to go back before the summer as they can catch it and also spread it, social distancing will not be able to be achieved with the numbers In schools. Staff, family members and grandparents taking the children could still be affected. How would people feel then if more young people also start dying not to mention being ill as we seen it does affect anyone at any age. I personally would not send mine even if they were to open and yes I work full time, currently working from home and home schooling with my husband and I’m currently 28 weeks pregnant. It can be done, I just want to stay in and keep my family safe as I rather we are all healthy and protect the people who are serving the country and sporting NHS and all the services being offered to keep everyone safe at this time.

@Purplepeonies no they won’t alter the holidays. There is a law on how much notice has to be given on school holidays that’s why the next academic year is done so far in advance

@Stellamboscha I am a teacher and I want to go back to work as soon as possible for the mental heath of my pupils -so they have a structure and a sense that the adults are calm and in charge I had a couple of very sweet emails from dc's primary school about how keen they are to see everyone again. The rates are very low where we are, probably is a factor that helps. Though that might change if people started travelling again, obviously.

After starting out with the herd immunity strategy, I’m really worried about the idea of relaxation of the lockdown early to let the next lot of people catch it.
I know I’m on the over-cautious end, but I have several close family members and friends who are at risk, three of them who would have a very high risk of getting it seriously.

If the kids go back in May then I’m going to be seriously considering home-schooling for a while, until the cases and deaths drops a lot and it’s safer to risk it.

Someone I know said he has a friend who works for the board of education and they said that they weren't meant to say (but they did🙄) that they have information from the government that schools will not re-open until at least after the October half term or January 2021!!

Look, it's either one or the other. We can't have it both ways.
If we want schools open, we have to accept that social distancing is done with. It can't be OK for hundreds of thousands of people to mingle at close quarters in schools each day, but then it be expected for people not to nip round to a friend's for a sneaky coffee later on.
The virus is hardly likely to not infect people if they're out for a worthy cause, rather than a frivolous one.

It will only take a few deaths at a school to create panic amongst staff, pupils and parents. Attendance will be ropey to start with. Schools will need a supply of hand gel etc. Definely no assemblies in the short term

Lock down & social distancing will have to become unnecessary for schools to FULLY open... remember schools aren’t currently closed....teachers and other school staff are at serious risk currently, Children are also not just carriers as we’ve seen

The lockdown was to suppress the curve, within a matter of weeks - ie new cases and deaths drop, people recover. A that point you either say - we are going to self isolate or lockdown until the virus disappears from earth or mutates to somethings less deadly, which might be never. Or we phase back to normal - not going for herd immunity but instead to go for a more sensible approach of testing, tracking to some extent, for everyone to decide what is a priority and what isn't in term of socialising, keep hospitals kept prepared, more PPE bought up for everyone, and be prepared for another short term lock down as and when needed.

I think that this would be better than keeping children isolated or parents trying to work and home ed at the same time.

NB it is also possible that the virus will mutate to something less deadly by the summer and not come back.

If there is any kind of relaxation on the lockdown and people are allowed to go on holiday again, by June/July there won't be any kids to go to school, theyll all be away on holiday.
Are teachers paid for the summer break ? Dont think they are ? If schools reopen and they are all expected back in, that's more money to be paid out in wages ??

@neveranynamesleft I think that going on holiday will be one of the last things to be phased back in. I think work and school and parks opening will be a priority but holidays out of region won't be.

A month ago there were people on here accused of scaremongering when they said Italian doctors were choosing who would live and who would die. There were people accusing me of being alarmist for pointing out the statistics. It’s entirely possible schools may not open before the end of the year - it depends on whether as a country we decide to let more people get the virus, or whether as a country our government decide to wait it out for a treatment.

Going back before the summer makes sense in terms of a second peak. We want that in the summer months, not in Winter.

It was said very early on in this situation that children are the main vectors. They can't really stick them all together in cramped little groups of 30, in order to spread it amongst themselves and take it home to their families and the wider community, can they? Not unless they're going for herd immunity. In any case I think there would inevitably be deaths or severe illness amongst schoolchildren and no matter how few there would be outrage and a massive backlash. Very difficult to predict but I'm worried that my reception age kids won't be starting their school journey this September as planned Sad

I really don't think there would be any intention of "letting" people get it or "going for a summer second wave rather than a winter one". The point here I think is that if after six weeks there are no symptoms and you haven't seen anyone else, the odds are you and your dc do not have it.

It is of course more than possible that people will have been irresponsible, obviously, and will have socialised, and therefore after six weeks may send a child who is a carrier to school. But you would then need to compare that risk with risks of going out out of your house before covid 19 and in addition consider the fact that with more testing for the virus and for antibodies available and more protection to help prevent spread, the risk would further reduce.

But we'd definitely want to see some properly thought through plans.
And confidence that there would be another lockdown if cases started appeared in any particular area.
