He may not need ventilation at all. In ICU they can give High Flow nasal oxygen, which acts similarly to low level CPAP but with high concentrations of oxygen. If his oxygen levels are too low, they can give CPAP, either intermittently or constantly. If his CO2 levels are too high, they can give BiPAP, either intermittently or continuously.
He could have some metabolic derangement because of his condition, so they can give potassium, magnesium, etc. and if his blood pressure is low they can monitor with an arterial line and give fast acting blood pressure drugs like metaraminol and noradrenaline.
So there are lots of reasons why ICU might be the best place.
