I decided to be above board and kosher from day one my that my taxes would pay for the police, armed forces, NHS, schools, hospitals etc etc. Why shouldn't this woman? She may well be. She may be VAT registered and accept contactless payment cards for all I know. But there is no harm in tipping HMRC off and they have a dedicated unit to investigate such cases.
