I think it works best when it is a former Senator who has been on some of the heavy committees such as "armed services," "commerce," and/or "homeland security and government affairs." The president needs to understand how the government of the US works and how policy is made. They need to understand how to work with others and build consensus.

The US tends to elect former state governors (Bush, Clinton, Reagan, Carter), but I think that former senators are better (Obama, Kennedy, Truman).

If the defining qualification is that she would be better than the present incumbent then that is a very low bar to set. The job of President of the USA should be for the person best qualified to hold that position irrespective of anything else.
