shakingmyhead1 I totally agree re asking first and not just stealth demolishing property that's not theirs - I just meant that it wouldn't be outlandish for OP to have a similar arrangement in place when rebuilding starts, as access will be needed.

The old window looks exactly like the window we have in our sitting room (but ours is shutterless ). It opens at the top, the semi-circle hinges forward into the room and that's it - not a chancee anyone could climb out of it unless they were a cat or a monkey. It would never be adequate as a fire escape unless you completely broke it.

Builders either got access to garden through another neighbour and jumped over fence - unlikely - or they simply broke the window/frame/etc to make a hole.

Just to clear up the fire escape issue. My friend has a flat that overlooks ndn garden. Being arseholes they blocked the window from outside. She invited the fire service to visit and comment. Turns out there is no right to escape even though it's the only way out the back of the flat. Fireman said you are only expected to be able to exit through front door

Jux, we're now talking about the new exit now though in relation to the issue of exit through it being blocked, not the old window.
