It does make sense from the floor plan. 5 are ensuite (one to a 5th ground floor bedroom/studio) and one is standalone.

BTW; I don't think the top floor is a servants' quarters (amongst other things, there's no bedroom). If you look at the floor plan and doors, it's more like the principal bedroom is part of a separate duplex apartment.
