He clarifies that it wasn't simply the steel tariffs that pushed him to resign but that he was in effect being asked to provide cover for deliberate breaches of the Ministerial Code.
There is no way Johnson can afford to get another ethics advisor - they can't tell him what he wants to hear and it's career suicide for anyone daft enough to apply.
