What would you think they'd come as / were trying to look like?

I think the folk who are saying its fine for a con are missing the point...cons don't happen in a vaccuum but in a real world including non con people. The con rules on here have already been posted saying that constumes may not be worn that "The costume guidelines for the event say:

"If your cosplay is deemed to be offensive to the casual observer, it will not be allowed inside the event.

• In accordance with our Anti-Harassment Policy, any reference or symbol relating to a body that insights violence, hatred or discrimination in any form is strictly forbidden.

• Consider the "social media" test. If you were photographed and the image went viral, would the general public be offended by your outfit? If the answer is yes, then please do not bring your costume to the event."

Very nazi.it’s the helmet more than anything.

How close to the figures will his costume be though? Unless he is hiring a costume, or already has the helmet and is building the costume around that I imagine that what a 12 year old can cobble together will be very far from what he is aiming at. What has he worn before?

My oldest g’son was into Warhammer for a few years, so I know a wee bit about it. I think the first costume is fine, I don’t get a Nazi vibe from it at all. The second one is a no, if only because of the helmet.
Could he maybe go as a Space Marine? Then his armoury would be so outlandish, non-Warhammerites (?) would just see it as sci-fi/futuristic.

I know we've moved past the "who do you think this is supposed to be" - but before I read the thread, my instant impression was "cool - it's Red Skull!".

Obviously Red Skull was a Nazi originally though so perhaps that reinforces your point OP.

I'd see if the con has a social media page or forum and ask there - the organizers and people going will be able to give useful tips.

I showed the pictures to me spouse, who has made items for cosplay and used to work security at cons doing the whole screening for this sort of thing -- he recommends for someone interested in that army but wants something as not-Nazi looking as possible, a Death Korp of Krieg Officer or bodyguard might be a safer bet - different colour scheme, bodyguards are bulkier, plating adds to the differences much as the cartoonishness that chesirecat99 talked about.
