Because Isambard Kingdom Brunel wasn't available so the Education Board had to get Bob in accounts to draw up the plans.
Unfortunately Bob went on strike as his manager Mr Scrooge refused a pay rise. The plans were then finished off by Mary the tea lady with a bit of help from Bert the local chimney sweeper.

They don't have phones. They don't have emails. They are doing a technology detox and will be back in touch once they have completed their journey of self discovery.
