It's very real, I fear.

I suspect scientists will just start using a sort of coded language. At least that can escape the scrutiny of the Trump administration but be clear to other scientists.
The good thing is that the US government aren't the only funders available.
I suspect that people like the Gates will start supporting some of this work, as it's important for things like infectious diseases that they're interested in.
