This is the only explanation I've ever seen that made sense. I keep reading accounts of police officers making fools of themselves on behalf of obviously vexatious complainants, and something has to be going on. You can't work in the police force (or as a paramedic) without becoming very familiar with (and very cynical about) immensely troubled people who misuse 101 and 999 over and over again. So why aren't these officers running a mile from getting involved in the mess? Orders from the top is the only rational explanation.
