One deals with that by making it illegal for unqualified people to perform abortions, and making it a crime for a doctor to perform abortions that don't comply with certain standards.

One doesn't criminalise abortion above a certain threshold in all circumstances. As that puts already suffering parents in an awful position, and women's lives at risk.
