It surely would be the work of moments for Ting and Khelif (and any athletes competing in women's sport) to offer to do a cheek swab to prove that they are actually XX women, as was the custom till 1999. If they are indeed biologically female that would be the easiest thing to do and all the controversy could stop immediately.
The fact is these athletes know that they can't do this, having already failed a previous test.
The IOC won't enforce XX females being the only ones able to take part in the Women's competition otherwise presumably it would have to go back and remove the wins for Semenya et al - just as they haven't revisited all medals which were won through probable doping.
I am sure that I have read somewhere that there are a higher than expected number of CAIS elite athletes where height might give them a sporting advantage. This, together with the information that the IOC apparently are not even testing testosterone levels, plus making up mumbojumbo on the hoof about testosterone and male puberty, suggests to me that the plan going forward is just to open up Women's Sport to all men who would like to take part in it, with athletes with male DSDs or an F on their passport (a la Hubbard?) being used as the crowbar
It's enraging and so incredibly unfair to women...
