There is no reference to anyone else - https://www.gov.uk/government/ministers/minister-for-women-and-equalities--3
And it is only if you search .gov.uk inspired by this thread on FWR do you see that on the page about Anneliese Dodds that in addition to her Minister of State that she is also said to be minister for W&E.

Does anyone know why this post is now part of Department for Education (which has no information about anyone being appointed to anything!).
Update - just seen a totally different page on .gov.uk which doesn't reference the first one. https://www.gov.uk/government/ministers/minister-for-women-and-equalities--4
This is really bad. I hope they sort it out.
Not just for us(!) but if you are an innocent member of the public searching the government web site for a relevant minister, how does it help them to have 2 different pages saying 2 different things.
Maybe that's part of the ploy. Each of the 2 ministers can say they never got contacted, and all queries or comments to them will just fall into the vacuum of no coordination.
