I can see that happening. Round here there are clubs struggling to field 15 players who would take anyone with a pulse. Bottom of local leagues, never going to win much, just don't want to forfeit a match. Their male players are not at risk.
Also, World Rugby says "Transgender men may play men's rugby having provided confirmation of physical ability" and gives details of that confirmation, which include "Written acknowledgement and acceptance by the player of the associated risks of playing contact rugby with males who are statistically likely to be stronger, faster and heavier than them, given the predictions this combination of variables makes for injury risk".
I honestly can't see transmen making the cut anywhere but the lowest levels
Unless and until litigation occurs casting doubt on the validity of the disclaimer above, and consequences for compensation and insurance become evident, I can't see men caring about transmen in the game from that perspective either.
