I can totally see that someone in the public eye might panic at the thought of being "outed" as gender non-conforming in this situation. I don't believe TWAW, but I do believe people should be allowed to wear whatever they want (well, a leather miniskirt wouldn't really be appropriate on anyone in Westminster. There's nothing in the highway code about not wearing high heel shoes, flip flops or even bare feet.
