Away from the somewhat heated environment of Twitter, it appears other things are going on.
My DH is a retired detective, but he still has contacts (he used to attend seminars and conferences worldwide before Covid-19). He understands that The Home Office and Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) have been considering placing Gwent Police under 'special measures'. Not because of this scandal, but because of poor performance. Greater Manchester Police were placed under 'special measures' which saw its Chief Constable Ian Hopkins resigning.
There's absolutely no indication that this scandal is part of that discussion, but he suspects it is already being flagged to The Home Secretary. If the local PCC, Jeff Cuthbert gets involved, he reckons that will be the trigger for the Chief Constable and the Senior Management team being suspended, and more trusted officers from other forces being moved-in to take temporary command. From what I can see, morale in Gwent Police is taking a nosedive and its officers are now being routinely ridiculed by its local public. That in itself would be good reason for an intervention.
