Men, i.e. adult human males, and older boys, i.e. older juvenile males, are indeed the problem. For reasons nobody has yet fully explained (nature or nurture or both?) almost all sexual violence is committed by males. Most non-sexual violence is also committed by males. Females have their own issues, but as we are less physically strong than post-pubertal males, we are particularly vulnerable to this male violence - we can't fight back as effectively as males can.
We also have a particular need for privacy because of the bodily functions that are only found in post-pubertal females, i.e. menstruation, pregnancy, miscarriage, birth, breastfeeding, menopause.
Haven't read this Daily Mail article but good on them for pointing out that manipulative and dishonest males can easily take advantage of these well-meaning but naive policies. And guess what! Most sexual predators are extremely accomplished liars and manipulative too! Whodathunkit. Clearly not the senior management of most of these big retailers who get most of their profits from female customers.
