Whether they have form or not, they still have to use the law. I'm unclear what law was actually broken. They say the rule of 6, but I believe the wee gathering would have fallen under one of the exceptions (one thing they'd have needed to have would have been a risk assessment).

This. Who would have known, a few years ago, that protesting for women's sex based legal rights would be considered "not political", inflammatory, unkind etc etc and not worthy of a hearing?

From my experience of dealing with complaints against police, they'll get nowhere. 'The officers did not breach any blah me hole...'. So I wouldn't hold out much hope on that score. That said, my DD was a trade unionist and I protested at leisure in my student years. While I don't agree with the premise of the views held by the protesters, I do believe in a right to protest. Without interference from police.

I'm sure women are giving bjs for a fiver all over the UK, but since that area is a safe zone, they go there rather than hide in dangerous parks or whatever. I doubt it's confined to Leeds.
