That link you posted leads to an article I suspect is incapable of the heavy lifting you want it to do. First of all, there is of course no such fallacy as "Appeal to Definition". There can't be because in debates where one uses reason to argue any claim, to clearly and unequivocally define one's terms is vital.
Furthermore, the author himself advises at the very end, in a manner that contradicts his previous points, that it is in fact the most common definition of a term that truly matters.
Lesbian - female homosexual
Women - adult human female
are not only the most common definitions of these terms in the Anglosphere, they are the most common definitions of these terms everywhere in the world. In all other languages that have a term for "lesbian" and a term for "woman", this is the definition.
And because this is the universally understood meaning of these signifiers, this is how they are defined in international and national laws. So, yes, we keep coming back to dictionary definitions. But it's not weird, it's entirely logical.
