Just as a note, this is not the “Canadian authorities”. This is not a federal matter. This is the British Columbia Human Rights Tribunal which has authority under the provincial B.C. Human Rights Code. It is also not a court but an administrative tribunal so has little precedential value outside of other similar fact situations in that same tribunal (ie JYs other complaints).
No, JY does not have to have legal representation in that forum and thus it is free to make a complaint but I think the usual applies: if the other side gets legal counsel you are foolish not to do the same. And the tribunal can award costs for improper conduct etc so we will see how JY holds himself.
