It's very odd - I really thought they would try and come up with some proper reasoning. So far to me it is screaming out that this kid needs some serious help, not that he is innately trans.

I cannot believe that a GP would suggest gender dysphoria and blockers on a first appointment without having seen the child.

We know that 90% of kids on puberty blockers go straight on cross sex hormones.
