I have to agree with LangCleg - you only have to watch the performance of the Welsh Jnr Secretary for Prisons at a recent Select Committee hearing and to look at MoJ's own reports to know that they feel they are not allowed to collect statistics as they're potentially too identifying etc.

You need people bringing test cases / and whatever the things are to do it / complaints to test the checks and balances and what have you.
