I just went to the Telegraph article about Jenni Murray to check what had been said, before trying to get my thoughts in order for an email.

Isn't that the MP of people in the constituency who voted? It says signatures by constituency in the code (which is computer language I don't understand)

Ah hang on ... I think I've got it. If you look at the 'get data' page on any petition, it starts with a big list of countries and how many signatures from each. Then under that there is a list of signatures by constituency, each of which has 'mp' as a variable. So the signatories came from those MPs' constituencies.
