I believe in Romania the legal definition of rape is such that only women can be raped, so an even more narrow definition.
Not commenting on this case in particular because, let's face it, the Daily Mail have lifted a story off a Romanian website so who knows what the actual facts are - but in general, yes, it is bad that the public and media response to sexual assault on men is often to find the whole thing faintly amusing. It's a reflection of the deepy-ingrained myth that all men are up for sex with any woman at any time, which damages both women (who are held to be "asking for it" if they dress revealingly around a man because he's so easily arpused) and men (who are assumed not to be harmed by nonconsensual sexual contact).
May I ask why you decided to post this thread on this particular board? Do you think it's particularly relevant to feminism or women's rights?
